Self-Regulatory Code for Marketing Cigarettes in South Korea

On January 12, 1991, Korea Tobacco Association members Brown & Williamson (Korea) Ltd.; the Korea Tobacco and Ginseng Corporation; Philip Morris Korea, Inc.; and R. J. Reynolds (Korea) Ltd. signed a voluntary (self-regulatory) code for marketing cigarettes in South Korea. The code was formulated in consonance with the provisions of the Tobacco Business Act and its enforcement decree and the provisions of the U-S.-Korea Record of Understanding. Its stated purpose is to establish uniform standards for self-regulation and cooperation among the members of the Korea Tobacco Association with respect to the advertising and promotion of cigarettes within South Korea. Although the code contains a mechanism for ascertaining compliance and requires immediate corrective action by violators, it does not provide for the imposition of any sanctions.
